The problem was that the customer's modem would never negotiate above
26400. The problem was (mostly) solved by flashing the modem with the
latest beta code (1.120-05) from Diamond's site, http://beta.supra.com/.
The customer now connects at 40000 most of the time.

Thanks to Terradon Johnson of Diamond for pointing me to the beta site,
and to Tom Carr and Tom Cramer for reminding me about the usual tricks
needed to make Rockwell modems behave (+MS=... and S202=32).
