(PM) PM2 and radius/snmp

Does any one know how I can implement groups of users using the PM2 and
radius. I have tried to follow RFC 2138 but its seems to specify the
standard rather than how to implement it.

I am attempting to have groups of users which can be logged off after say 2
hours and other that can remain on indefinitely etc.

Can anyone assist me with this problem, I am new to the game.
