You're wrong, it is doing just what you are asking. The pool will be
however big it needs to be to cover the number of possible ports. But it
will cycle through the whole pool, it doesn't keep assigning just the
first few IPs. Most likely the pool is 46 or 48 IPs in size, it depends
on your configuration. If you want a smaller pool them you have to manually
override that 'set pool size #' - and reboot.
