No - but close.
Win95 has 'MS-Stac'. That is Stac LZS Option 4 - and PM3s DO work with that.
The 'standard' is Stac LZS Option 3, but the RFC allows for Option 4 too, so
it isn't a big deal.
NT doesn't use either. It uses a per packet compression scheme developed by
M$, which, while using Stac as the algorithm, is not RFC compatible.
