You CANNOT do that. The route has to be there ALL THE TIME. How else will
packets reach that PM-3 and trigger an outbound dial when the link is not up.
Even id statically routed there, the PM-3 itself needs to have it in the
routing table.

I'm not sure if you can increase the cost of the location table's route, it
has been a while since I played with that. If so, you could make it cost
more than an established dialin connection.
