You didn't read very carefully did you?
The text mode utilities are switching from C to Java. So what changes:
GOOD - You can run text mode from any machine with a JRE. Which is far more
than you can run the C utils on today.
BAD - some older machines don't have JREs. Well, that's life - things get
to be obsolete. No one cared much when they stopped supporting Ultrix and
Sun3 systems - remember that folks? I was there when that happened.
This important bit you seem to have missed:
