The modem selected in the modem control panel is incorrect. We have quite
commonly seen this where a user uses the Platinum script which is good for
up to 28800 but has upgraded the modem to 33600. They connect at 33600 (or
31200) but the script does not understand this speed therefore you get the
communicating at an unknown rate message. It then stupidly decides to hang
up. Get them to change the modem they have selected, two that should work
with that modem are:

GV 28.8/33.6 for ARA 2.1 OT/PPP
GV Teleport 33.6 for ARA 2.1
