This is how my setup is:

reboot
set ospf priority 1
add ospf area 0.0.0.0
set ospf area 0.0.0.0 nssa off
set ospf area 0.0.0.0 external on
set ospf area 0.0.0.0 range IP-ADDRESS"S/32 ADVERTISE
2500
!
router ospf 1
redistribute connected subnets
redistribute static subnets
network IP-ADDRESS 0.0.0.255 area 0
!
Once the connection is up on the pm3 do a
sh ospf nei
and you should see all the ospf'ers.
