(PM) 56K Modem -> 33.6 Init String

I have a number of user who are using the USR Robotics 56K modems to
connect to our 33.6 modem pools; we won't have our PRI's until August, they
have are having a problem with not being able to connect at 28.8 - 33.6.

Typically, they connect at rates between 18K and 24K. Is there a modem
initialization string that they can use to force the modem into 33.6 mode
or some other fix they can impliment until we can support 56k?

We're using PM2's and ISPorte's at the moment.
