Another cause of a blue alarm is that one of the units upstream from you
(like the smart jack) is in LOOPBACK. I had a PRI go down and while
they were working on the physical line, somebody in the CO threw the
the far end into loopback to prevent further alarms. When my T1 was
repaired, all I got was blue alarm :-( Took the telco a while to find
the offending loopback box.
