(PM) Routing problem

We have two nearly identical dialup customers who have been
assigned their own block of IP addresses. The first one works properly
and when they connect (ISDN to a PM2 3.7.2) it sends rip packets out to
the other devices and everything routes just fine. The second one is a
modem dialup (PM3 3.7.2c3) and when he connects it simply says that
there is a TEMP route in the routing table of the PM3 and the rip
packets are not sent out. Below are the two entries, if anybody has a
suggestion on this it would be appreciated. The second user is able to
ping the PM3, but nothing beyond. I have checked for other routing
table entries that might interfere, but there is nothing.

Entry 1 (using an entire class C):
==================================
ENTRY1 Password = "xxxxx"
User-Service-Type = Framed-User,
Framed-Protocol = PPP,
Framed-Address = 198.xxx.xxx.226,
Framed-Netmask = 255.255.255.0,
Framed-Route = "198.xxx.xxx.0/24 198.xxx.xxx.226 1",
Framed-Compression = Van-Jacobsen-TCP-IP,
Framed-MTU = 1500

Entry 2 (using a subnetted class C):
====================================
ENTRY2 Password = "xxxxx"
User-Service-Type = Framed-User,
Framed-Protocol = PPP,
Framed-Address = 156.xxx.xxx.253,
Framed-Netmask = 255.255.255.224,
Framed-Route = "156.xxx.xxx.224/27 156.xxx.xxx.253 1",
Framed-Compression = Van-Jacobsen-TCP-IP,
Framed-MTU = 1500
