Not on the PM-3 end there isn't. It will connect at the best possible
speed, no matter what. Any reduction in speed will be from line quality
or padding (ie, telco), or the client modem configuration. It also
varies depending on if you are on PRI, trunkside CT1, or lineside CT1 -
you never want lineside CT1.

You don't say what client you are using, and what it supports. Is this
a V.34 modem? V.FC? K56flex? V.90? What brand? Etc.

If it is a WinModem or similar trash, try it with a real modem.
