56K Flex modems are still not connecting locally. However, a few have
dialed in long distance at 48K.

Someone suggested the problem could be Digital Padding with the telco.
So what is Digital Padding, and how do I get it corrected?

BTW, the PM3 has been up for three days. Here is Line0:
