This is not clear - does auth AND accounting not work on the secondary, or
is auth ok but you are not seeing accounting?
First, auth will cut over immediately. It is time sensitive, and so if
the primary does not respond within 6 seconds the secondary gets called.
However, accounting is NOT time sensitive. So the PM will cache accounting
packets. If I'm remembering it will hold them for 10 minutes or until it
has 75 cached, whichever comes first - then will send them to the secondary.
If the primary recovers in the meantime the secondary will never get
accounting packets. This is to help keep all acocunting records in one
place if at all possible.
If NEITHER are working, then you have almost assuredly botched a
configuration. Check things like the clients file, the secret, etc.
