Hi,
You shouldn't put an address in your area 0 range that does not
correspond to one of the interface addresses of the PM-3. Take
206.186.134.0/24 out of area 0 configuration on the PM-3. (The PM-3 does
not need to know that the other interface of the Cisco is included in the
backbone area - the Cisco router will take care of that) The portmaster
indicates that it can find neighbors and form adjacencies with the
ethernet network it is attached to but not this other Class C, so I'm
guessing that it forms a good connection to your Cisco, but then
subsequently figures there is something wrong as it hasn't directly
connected to a router on 206.186.134.0 and then tries to reset the OSPF
session to see if that works.
