The HP site is the only place I know of for the 4.31 version, but the
Quantex ftp site has 4.11, 4.16, 4.21, and 4.28 in varous files - for
example,
ftp://ftp.quantex.com/modem/s56c/CPILU428.EXE
(The important file is ltmodem.vxd, which comes packed in installers.)
The CPI site also has 4.28:
http://www.cpinternational.com/files/ --(428vxd.exe or lc200.zip)
Sony has a veritable antique 4.07:
ftp://ftp.sony.com/ccpg/pc/407modem.exe

The same user who spotted the 4.31 on the HP site and told me about it
has tried all the above on his system. I think he has an HP.
