Once upon a time J.P. Racine shaped the electrons to say...
>administer their own accounts and wish to include spam filter settings as
>well as various other features. My question for the list is weather or not

How does the NAS enter into this? SPAM is email, and would be filtered
by email filters NOT packet filters.

>filtering options can be set for individual accounts or not. For example if
>there is a user on a port who wishes to filter ICMP from an IP because
>someone is ping flooding them.

Yes, but the filter will need to be created. It would then need to be
added to the PortMaster, or to a ChoiceNet server, and would be put in effect
with the next login.
