(PM) Limiting web access

We recently completed some automated sign-up for internet access and
we have the end user call us back on an 800 phone number to get more
info from them but we want to limit the modem or modems that they dial
back into not to go out to the net so that they cant just start surfing
on our dime . Can anyone please point me in the right direction so that
we can start to resolve this problem . Thanks in advance for any help
