That's what a hub, or a switch, or a switching hub would be used for.
Alternatively you can put them on a 10base2 loop - but don't. Use 10baseT
and some form of hub.

It is all one logical network.

No, there is no E1 WAN card at this time. Also, using a WAN card
would mean not being able to have 60 modems in a chassis. In addition
the WAN cards are NOT used for calls, only leased liens. You have mentioned
only dialin, not leased line usage.
