(PM) Problem

Hi,
The problem is:
The user conect to PM2ER with modem 28.8, and seems like there's
no TCP/IP conection... I can ping the IP assigned to the user, and the
user can Ping my machines, but nothing more. Netscape says: "Contacting
Host.... Waiting for reply..." and nothing more... I know what port is
doing this (S11) but don't know why is this happening...
Help!
