(PM) ISDN User Can't Authenticate (fwd)

This happens over and over. They are *insisting* on using CBCP.
1. That would mean you'd have to dial back to them and then pick up the
phone bill for it.
2. PMs don't support CBCP.

They don't seem to be answering our requests, either...

They FINALLY give that up (That is really slowing down negotiation).

They do it again...

Something is wrong on the user's end. It seems like their end is not
seeing anyting we're saying. They never respond to us and they keep
asking for things after we reject them.
