When Framed-IP-Address is set to 255.255.255.255, the PortMaster negotiates
the address with the end-node(dial-in user).
When it is set to 255.255.255.254 (or omitted), the PM assigns an IP Address
to the dial-in user from the Assigned Address Pool.
