MS is not aware of any problems with the buffer settings. By lowering
the buffers, you are increasing CPU processing of interrupts and
degrading system performance.
I suspect the issue is elsewhere. Review the ppp dialogs for further
analysis.
See Settings for the 16550 UART FIFO Buffer:

On a side note, Winsock2 will provide necessary API's to give much
greater detail on connects/disconnects.

pm-3s can lie about the Disconnect reason, but one other cause for this
is a really annoying bug in the Windows 95 port settings buffers.
Here's
a fix for it:
* Click on Start, then Settings, then Control Panels
* Double-click modems
* Click Properties
* Click Connection
* Click Port Settings
* Move both bars all the way to the Low side
* Click OK
