pm-3s can lie about the Disconnect reason, but one other cause for this
is a really annoying bug in the Windows 95 port settings buffers. Here's
a fix for it:
* Click on Start, then Settings, then Control Panels
* Double-click modems
* Click Properties
* Click Connection
* Click Port Settings
* Move both bars all the way to the Low side
* Click OK
