Not sure about the PM3 but on the PM2 I have added the following line to
my incoming filter:
14 permit 0.0.0.0/0 0.0.0.0/0 proto 47

I believe that the proto 47 refers to the GRE protocol.

After adding that line I was able to do as you are hoping to.
