Hello, I am having trouble with my setup... What am I doing wrong?

I have a new block of 48 IP addresses for a PM3 dial-in, which begins at
156.46.46.32 and ends at 156.46.46.79.

To use them on my PM3 on my network, I have done the following:

1. Configured the PM3's ethernet port with an IP address on my
existing network segment (206.190.23.192/26).

2. Set the assigned pool base address on my PM3 with the command "set
assigned 156.46.46.32".

3. Set the pool side on the PM3 with the command "set pool 48".

4. Rebooted the PM3 for the settings to take effect.

5. On our Livingston gateway router(PM2eR) that connects to our upscale
provider, I added 2 static routes with the following commands:

add route 156.46.46.32/27 206.190.23.X 1
add route 156.46.46.64/28 206.190.23.X 1

Where the "X" is the address of the ethernet port on the PM3.

6. Since I am going to be able to use every single IP address in this
block, my provider created a "shim domain" name of "32-mia" so I can do
inverse DNS for all of the addresses. I made my DNS server authoritative
for a domain named "32-mia.46.46.156.in-addr.arpa"

My Problem is, that when I try to ping 156.46.46.32 and so on, it fails..
What am I doing wrong?
