You've got the right idea. Static address customers will most always have
a /32 announced for them. The only way around this is to allocate another
block of addresses to each PM and allow these customers to only log into
that particular PM. Kinda defeats the purpose of OSPF, though.

I'm assuming these are PM2e/30's, and here's what I'd do:

set assigned x.x.x.32 (64, 96, 128, etc)
set pool 32
reboot

OSPF will advertize only the /27 and not all the little meddling /32's.
Of course static IPs will still be advertized as /32's, and subnet's will
be still be advertized. You can use the first 31 addresses of that class
c for static addresses.
