Military manuals are exactly the same. "Changes" are posted in a packet
which contains a cover page, replacement pages and clear instructions,
i.e.

Remove Insert
2.1.13 2.1.13, 2.1.14

...etc.

You then place the cover page in the front of the manual so that anyone
using it can see if it's been updated to the latest "Change Level." Can
you imagine if throughout the military they distributed a whole new book
every time?
