I just downgraded to 3.5.1b7, and I get the same situation (goes to
busy).. with this error message.:

portmaster> S10: Sending Request Connect - 56Kbps / Voice (B1 ID:2)
S10: Received Disconnect Ack Temporary Failure
S10: Received Call Clear - Call-id 2 invalid

I wonder what the deal is.
Again the string for the bitsurfr I'm using is:

AT&F&C1&D2%A2=95%A4=1%A98=S@B0=2
