You've probably caused your problem by trying to correct it. I'd bet the
router has an ARP entry cached for the Windows95 machine from the first
time you plugged it into the network.

If you have a Bay Networks or Wellfleet router, they're infamous for an ARP
cache that doesn't expire correctly. Try restarting the router.

If you have a Cisco, just clear the arp cache with 'clear arp-cache'.
