(PM) Connect speeds dropping to 24kbps fixed with 3.7.2c3

A few weeks back I posted that I had three brands of 56kflex modems that
would all drop the connection speed down to 24kbps. Many responses
indicated that this was quite impossible and that I surely was reading the
numbers wrong.
Let me say first that I was reading the numbers correctly, the PM3 was
reporting the connect speed at 24000 after the downshift, the Zoom external
(only external of the three) has a lit V.34 led not a lit 56k led. In all
three modem models the connections start at 46000 and dropped over time to
24000. The terminal OS was both Win95 and Linux, and both never saw the
speed change. Win95 still reported the connect speed at 46000.
I heard all the reasons why this is technologically not possible but it
is(was) happening.
I used a 10 mb file on a local server to test file transfer times and the
link is most definitely running at 24000 after a while.

Now for the good news...

ComOS 3.7.3c3 was installed at the end of last week and this behavior has
ceased. All three modems still downshift but never below 36000. The V56
light on the Zoom stays lit and the V34 light never comes on.

As a sanity check, I reload 3.7.2 and the old behavior returned.

3.7.2c3 definitely improved our connect situation.

Now if the PCM code would just upshift we would be in fat city.
