If its "illegal" why can a switch tech set it "properly"?

Problem is if csv=2 or csd=2 that means you can get 2 voice or 2 data
calls on the SAME CHANNEL of a bri. Well I find that this does NOT work
very well ESPECIALLY if you put the B channels in a hunt.
