This is very typical of K56Flex speeds. We've noticed that speeds to our
PM3 are quite a bit lower than to our USR Total Control racks.
We have noticed that users with Lucent based modems get MUCH better speeds
than the typical Rockwell based modems.

Nobody ever guaranteed full 56k speeds with 56k modems. They are still
quite a step up from V.34 modems.
