Place a static route for that subnet (1.2.231.0/28) onto the Cisco:

ip route 1.2.231.0 255.255.255.240 <IP_address_of_PM3>

This will route the first /28 of 1.2.231.0 via the PM3. Of course, if you
don't have control of the Cisco you'll have to ask them to do this for
you. I'm a bit suprised that they won't let you use OSPF, since Cisco IOS
supports it just fine.
