(PM) Question re: PRI's with less than 23 "ds0"'s enabled

Hi All, thinking back a long way (a year or so?) there used to be a
problem with the PM3 and PRI circuits with less than 23 lines being used
on them. If I recall correctly, the problem was that the PM3 was unable
to signal to the telco switch that no more modems were available, except
with all 23 lines busy. This would result in the circuit being built up
by the switch, but no modem being available on the PM3, which would then
result in "dead air" -- no busy, no fast busy, just nothing.

I realize this was a long time ago... I've read all the release notes as
they came out for new ComOS's, but I'll be jiggered if I can remember this
problem being addressed specifically.

So, ultimately, my question is this: If I get our telco to turn up a PRI
with anything less than 23 channels active, will it still work "properly"?

Half way through that last sentence it struck me that the problem may have
been that of hardware rather than provisioning; ie if you had only 10
modems in a chassis (and a PRI provisioned with 10 lines on it), users
would get "dead air". I don't remember now, I'm afraid, so the question
in the paragraph above still stands.
