(PM) Dialing into PM3 gets no carrier ? (fwd)

So if you use a telephone to dial the PM-3 you can hear the PM-3 sending
modem tones? But when you dial with a modem it doesn't negotiated?
How odd...

If that were wrong I wouldn't expect the line to come up at all. But
you could have the wrong signalling set - you're probably using E&M Wink
or E&M Immediate. Make sure the telco and you agree.

Also make sure you haven't changed u-law to a-law.

What is the signal strength on your line? 2db to -7.5db?
