This is a new unit? I don't know why that would be. Sounds more like
the config had been deleted and someone entered one entry.

No, the way the modem table is loaded it only works with the load we
do in manufacturing. There isn't a field upgrade that can do it -
deliberately as we don't want to end up overwriting some users modem
table on them if they've set it up differently from default.
