(PM) Why 56k and not 64k

I am dialing back to a client from a pm3. He has an Ascend Pipeline 75. It
is a single line connection (64k), but I can only get him connected at 56k.
Does anyone know why this might be happening. Below is the output from
debug isdn.
Please look at the third line down - Cap Not Implemented (B11 ID:8023).
What does this mean? My client is complaining of slow speeds on the net and
I was wondering what I could do to speed things up. Thanks much.
