V.90 does not use the V.8bis tone, I believe it uses V.8. (They are
different.) However, modems that remain backwards compatible with K56flex
will still have the tone as it is needed for K56flex.

Note that the tone should never have caused a problem - it only caused
problems for modems that were out of spec and so tried to interpret the
tone as something else. So no, it shouldn't cause a problem for any of
the new modems.

Personally I'd like to see toggles - on|off for both K56flex and V.90.
On by default, but able to be disabled for those sites where they simple
can't work, or where the ISP only wants to support one. (Like forcing
users to goto V.90.)
