(PM) Exceeding port limit, but not really

Anyone ever seen an error msg indicating the user attempting to login is
exceeding their port limit, but they are not logged in at all? Example:
I've got a 2 channel ISDN user. They were not logged into the system
anywhere. When they tried to connect, just bringing up the first channel,
they'd get disconnected and I'd see "user xxx exceeded port limit of 2."
This started out of the blue. They were working fine yesterday morning,
and stopped during the day sometime. I hadn't touched my PM3's or the
users file all day. We even tried assigning them a different username. No
go. They're using a Pipeline 130.
