The short answer is NO.

Are you sure it's your telco saying no DCLI or your provider? A DCLI is
mapped to another DCLI. Your existing DCLI maps to your provider's DCLI,
they are the "end-points" of the PVC between you and your provider.

If you want to create another PVC (to a customer), you must have two,
unique DCLIs (one for you, one for your customer).

If the person at your telco dosn't understand this, find someone else.
