(PM) Dialing out for ISDN

Can I do this with the PM3?

A customer has a OR-U. They have traffic for the Internet, so it dials my
PM3. The line hangs up, and the PM3 calls back. The PM3 opens a 64k
channel to start. If the customer is allowed 128k, the OR-U will call the
PM3, and the PM3 will hang up and call back.

The PM3 will also call the the OR-U if traffic is destined for it.

The kicker is, can the PM3 automatically bring up another channel to the
OR-U when usage warrants 128k, and then bring it down when usage is low?
Can the OR-U also start another channel if necessary?
