(PM) PM3 Bringing up new ct1

I'm bringing up another CT1 and the telco in showing a "Local carrier group
alarm".

Any telco experts have any input on possible fixes.

When I do a show line1 all the error counters are stable except for
"Multiframe sync" which is incrementing
