Correct. If he is using line1 for his WAN connection, then line0 will be
the only one available for dial-in users (23/24 depending on line
provisioning). If you want to use both line0 & line1 for dial-in, then
you will need another device capable of routing your WAN link to the
Ethernet. Whether this device requires an external CSU (/DSU) is dependent
on what device you choose..

The PM3 has a built in CSU for each port. If you plug your WAN (leased
line) into one of the lineX's on the PM you will _not_ need a CSU since
the PM has one for it. If you plug your WAN into another device, then
obviously the PM's built-in CSU _cannot_ be used with it.
We have a WAN card (soon to be released) that goes into one of the
expansion slots on the PM3 which gives you a line2, that can be utilized
for your WAN link, and still allow you to service 47/48 dial-in ports. It
was designed for your type of situation, to avoid the need for another
router.
