This has been covered again and again and again.

ComOS 3.8 has a completely new command line interpreter and help subsystem.

ComOS 3.7.x is in the middle. We didn't want to invest a lot of time
overhauling the old, and soon to be replaced, help system - but the new
one wasn't ready yet.
