This is extremely vague. And I doubt it is the PM in any case.

If it is PPP, it may be a client trying to negotiate a bunch of junk
which slows the process down.

You should run a PPP debug to see what is being negotiated. You can also
run 'radiusd -x' to see how RADIUS is at handling requests and how long
it takes to reply. You could also ptrace on the PM to see the outgoing
RADIUS packets and the incoming replies.
