I've seen this behavior when using a PM2/BRI to call my PM3/PRI
numbers. I've seen both 64k and 56k connects that just freeze, and
I've seen ones where hitting return was needed to get a login prompt.

It's my belief that all such cases I've seen were telco issues mainly
having to do with a CLEC having problems getting a reluctant RBOC to
route ISDN calls to it properly.
