(PM) Another Q on PM3

Gidday!

I would like to be able to "reserve" the last two ports on my PM3 for
"special" users such that in the event that all the modems is used up,
these users will still be able to dialin.

Is there any simple way to do it? I think one way would be to use RADIUS
to control who can login to the last two ports. But is there any other
simple way? I know by doing so, some other problems may crop up such as
normal users getting login incorrects and so on when the modem pool is
full or some ineffcient use of the modem pool when the special users are
using some other ports.

But if using RADIUS is the only way, how should I go about configuring it?
