With Cistron Radius, you can just do:

DEFAULT Auth-Type = System
Service-Type = Framed-User,
Framed-IP-Address = 1.1.1.1+,

Where the '+' after the Framed-IP-Address will cause the NAS-Port to get
added to the IP address. In fact we use this instead of the portmasters
IP pool.

Also, if you only want to do this for some ports, well the NAS-Port check
item supports ranges:

DEFAULT Auth-Type = System, NAS-IP-Address = 1.2.3.1, NAS-Port = 10-20
Service-Type = Framed-User,
Framed-IP-Address = 1.1.1.1+,
Fall-Through = Yes

(with a small demonstration of the Fall-Through option which makes it
possible to put DEFAULT or other items at the start or in the middle
of the users file. The users file is processed top-down).
