Sounds like a bad modem.

The PM3 will use the next available modem. I think the algorithm goes
something like pick the first available and then start at the next modem
when choosing next time. So if you pick M6 this time, start looking at M7
when you're finding the first available.

Like I said, it will use the first available. If M1 is in the ADMIN state,
it'll just skip over it and pick M2.
